refactor(ivy): add ɵɵupdateSyntheticHostBinding command (#30670)
- Refactors `ɵɵcomponentHostSyntheticProperty` into `ɵɵupdateSyntheticHostBinding`, to better align it with other new instructions. PR Close #30670
