feat(aio): add initial angular-cli scaffold (#14118)

- adds initial CLI-generated app
- adds material toolbar
- initial (very rough) scss setup, lifted from angular/material
- initial routing scaffold w/ homepage

+## Development server
+Run `ng serve` for a dev server. Navigate to `http://localhost:4200/`. The app will automatically reload if you change any of the source files.
