Metadata in Ivy must be literal. For example,
@NgModule({...})
is legal, whereas
const meta = {...};
@NgModule(meta)
is not.
However, some code contains additional superfluous parentheses:
@NgModule(({...}))
It is desirable that ngtsc accept this form of literal object.
