Pete Bacon Darwin 00b9de56f5 Revert "fix(compiler-cli): ensure LogicalFileSystem handles case-sensitivity (#36968 )" (#37003 )

This reverts commit 65337fb8b8d9d16407c182af935dd737beaea7dd.

The changes to the case-sensitivity handling in #36968 caused multiple
projects to fail to build. See #36992, #36993 and #37000.

The issue is related to the logical path handling. But it is felt that
it is safer to revert the entire PR and then to investigate further.

Angular Compatibility Compiler (ngcc)

This compiler will convert node_modules compiled with ngc, into node_modules which appear to have been compiled with ngtsc.

This conversion will allow such "legacy" packages to be used by the Ivy rendering engine.

Building

The project is built using Bazel:

yarn bazel build //packages/compiler-cli/ngcc

Unit Testing

The unit tests are built and run using Bazel:

yarn bazel test //packages/compiler-cli/ngcc/test

Integration Testing

There are tests that check the behavior of the overall executable:

yarn bazel test //packages/compiler-cli/ngcc/test:integration
