George Kalpakas 16039d837e refactor(ngcc): rename TaskQueue#markTaskCompleted() to markAsCompleted() (#36626) 
Rename the `markTaskCompleted()` method to be consistent with the other
similar methods of `TaskQueue` (`markAsFailed()` and
`markAsUnprocessed()`).
